These are safety bollards, and they can be found at bus stops. They have a strip of yellow retro-reflective sheeting with black arrows at the top.
Their main function is to reduce the severity of impact from errant vehicles. They also alert drivers to the presence of bus stops, especially during night time, and thus protect the commuters at the bus stops. Safety bollards are generally installed at bus stops along high speed roads. Exceptions are bus stops at bends and without bays. Ever since its first installation at bus stops in 1999, safety bollards have proven to be effective in deterring impact from errant vehicles that mount into the bus stop. This led to the introduction of the island-wide safety bollard implementation plan. It will be carried out progressively, starting from city-centre i.e. Central Business District (CBD) to the various residential and industrial areas. Installation of safety bollards at bus stops within the CBD area is in progress and tender has just been awarded for the installation of bollards at bus stops in the south zone.
