The Woodsville Interchange is located at the intersection of Serangoon Road, Upper Serangoon Road, MacPherson Road and Bendemeer Road. Serangoon Road and Upper Serangoon Road are two major arterial roads linking the city with the Serangoon corridor and the northeast sector.
The peak hour traffic volumes at the interchange were close to its capacity. Long traffic queues had also been observed at the at-grade road junction during peak hours. The upgrading of Woodsville Interchange is needed to ease traffic flow.
The upgrading project which comprises three road tunnels and a flyover, commenced in October 2007 with the contract awarded to Gammon Construction Limited (Singapore Branch) as the main civil contractor.
The new Woodsville Flyover was opened to traffic on 31 July 2011, while the Woodsville Tunnel (WVT) was opened on 28 January 2012. After the opening of the WVT, reinstatement and reconfiguration works to the Woodsville junction will continue to further enhance the traffic flow. These works, such as shifting the surface roads to their permanent alignment, can only be carried out after the WVT is opened.
When fully completed by the end of the 2nd quarter of 2012, this massive road project will seamlessly connect the four key arterial roads connecting the northeast sector to the city.
Features
The completed upgrading project will bring about the following features:
- Woodsville Tunnel (WVT) (opened on 28 January 2012):
- A 260m two-lane vehicular tunnel from Serangoon Road to Upper Serangoon Road
- A 245m two-lane vehicular tunnel from Upper Serangoon Road to Bendemeer Road
- A 185m one-lane vehicular tunnel from MacPherson Road to Bendemeer Road
- A 400m one-lane Woodsville Flyover as a direct road link to cater for traffic movement from Jalan Toa Payoh (PIE slip road) to Jalan Kolam Ayer leading to Kallang Way and PIE (Changi) directly (opened on 31 July 2011)
- Removal of Whampoa North (closed since September 2011), and
- Reconfiguring the existing at-grade road junction to improve overall traffic flow.
Benefits
With the new vehicular tunnels and flyover opened for traffic, motorists can travel seamlessly from:
- Upper Serangoon Road to Bendemeer Road
- MacPherson Road to Bendemeer Road
- Serangoon Road to Upper Serangoon Road
- Jalan Toa Payoh (PIE slip road) to Kallang Way and PIE (Changi)
As a significant amount of traffic is expected to use the new road tunnels and flyover, motorists using the signalised junction to travel to PIE can benefit from the improved traffic flow. Connectivity between the northeast sector and the city will also improve.
Switchover of ERP Gantries at Woodsville Interchange
With the opening of WVT, LTA has reinstated the ERP gantry along Bendemeer Road to its original position about 100 meters upstream from its current location.
As an alternative route leading towards the city centre, a new gantry situated at the exit of the new WVT tunnel towards Bendemeer Road is also in operation. This new gantry serves the same function as the Bendemeer Road ERP gantry, to manage traffic on the radial roads leading towards the city centre. The gantry has the same prevailing ERP charges and operating hours as the existing Bendemeer Road ERP gantry.
With the switchover of the Bendemeer Road ERP gantry back to its original position, LTA has also reinstated the ERP gantry located along the slip road off PIE (Tuas). This gantry was turned off in 2008 to facilitate construction of Woodsville Interchange. It has the same prevailing ERP charges and operating hours as the existing PIE (Tuas) ERP gantry.
Keeping the Community Up-to-Date
LTA is committed to making sure that disruptions are kept to a minimum and keeping the community up-to-date on the progress of work. For example, LTA has set up a Project Community and Control Centre, or "PC3", where officers address queries from residents living near the construction works. The PC3 has been well-received by the public since its opening in September 2008. It was a one-stop centre for stakeholders to learn more about the upgrading project and to provide their feedback.
With the project drawing to a close, the PC3 has ceased operation since 29 February 2012.
